Jual Beli Jabatan Diduga Tidak Hanya di Kemenag

Jimly menuturkan, salah satu upaya yang bisa dilakukan adalah membentuk tim gugus tugas yang berisi sejumlah lembaga. Di antaranya, Komisi Pemberantasan Korupsi (KPK), Komisi Aparatur Sipil Negara (KASN), serta Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Kemen PAN-RB). Jika tiga instansi tersebut bersinergi, upaya penyisiran bisa lebih efektif.

Sementara itu, Ketua KASN Sofian Effendi mengakui, pihaknya mengendus praktik jual beli jabatan di kementerian lain. Namun, dia tak mau menyebutkan kementerian yang dimaksudnya itu. Dia menilai perubahan sistem rekrutmen menjadi lelang jabatan tidak serta-merta menghilangkan praktik korupsi, kolusi, dan nepotisme (KKN).

Sofian menjelaskan, kementerian yang dipimpin kader partai politik memiliki tingkat kerawanan lebih tinggi. Sebab, ada tekanan agar ikut membiayai partai asalnya. ”Dia ditekan pimpinan partai-partai politik,” ujarnya.

Biasanya, kata Sofian, modusnya adalah menyediakan jabatan staf khusus bagi operator partai. ”Inilah mereka yang menjadi operator mencari siapa yang bisa dimintai sumbangan.”

Meski mengendus praktik tersebut di kementerian, Sofian mengakui lembaganya tidak bisa berbuat banyak. Sebab, KASN tidak memiliki instrumen untuk melakukan pembuktian. ”KASN tidak mempunyai kewenangan untuk menyadap,” tuturnya.

Presiden Jokowi, lanjut Sofian, pernah meminta pendapat dirinya terkait praktik jual beli jabatan di kementerian/lembaga. Kepada Jokowi, dia menjelaskan bahwa praktik tersebut terjadi di banyak kementerian.
