ROKAN HULU,Pesisirnasional.com- Terkait hutang Rumah Sakit Umum Daerah (RSUD) Rohul, kini secara bertahap sudah berhasil diatasi. Untuk membayar hutang tersebut, pihak managemen RSUD Rohul saat ini memberlakukan efsiensi ketat.
Diakui Direktur RSUD Rohul, dr.Novil Raykel, Senin (27/8/2018) mengakui, bahwa hutang RSUD Rohul sampai akhir Desember 2017 tercatat Rp.9.784.782.471. Hutang tersebut didominasi hutang obat-obatan kepada distributor capai Rp.5,8 miliar, sehingga sempat menyebabkan pasokan obat ke RSUD Rohul terputus.
“Dari Rp5,8 miliar hutang obat ke distributor, kita sudah membayarkannya Rp3.523.760.740 meski ada beberapa distributor yang masih menunggu pembayaran hutang, namun pasokan obat ke RSUD saat ini sudah normal,” jelasnya.
Kemudian, selain hutang obat-obatan ke distributor kata Novil, RSUD tercatat memiliki hutang jasa pelayanan medis sebesar Rp2.959.093.593. Namun hutang tersebut sudah dibayarkan sebesar Rp2.619.300.402, sehingga hutang jasa medis saat ini masih tersisa sebesar Rp339 juta saja.
Selain itu, untuk hutang lainya seperti ATK Rp. 221.376.000, bahan makan minum Rp 151.285.900, oksigen Rp.208.550.000, Diklat Rp. 31.112.500, belanja cetak akreditasi Rp 40. 836.150, belanja pelayanan Rontgen 5.101.250 dan itu semuanya sudah dilunasi.
“Pembayaran hutang dilakukan secara mandiri oleh dana BLUD, dari Rp9,78 miliar hutang 2017, kita sudah selesaikan Rp.6,5 miliar. Hutang kita yang tersisa tinggal Rp 2,7 miliar terdiri dari sisa hutang obat, sisa hutang jasa medis dan sisa hutang Alkes, Insyaallah akhir tahun ini seluruhnya kita selesaikan,” sebut Novil optimis.
Pembayaran hutang dibayarkan secara mandiri melalui dana BLUD, sedangkan Pemkab hanya membantu dari sisi renovasi dan perbaikan portal parkir sekitar Rp3,9 miliar sementara di 2019 RSUD akan disuport penuh dengan alokasi anggaran sebesar Rp7 miliar untuk operasional dan pengadaan obat.
Jelas Novil, untuk membayar hutang, RSUD Rohul harus melakukan efesiensi di seluruh lini pelayanan, mulai dari pemakaian listrik, air, internet, perjalanan dinas, operasional Ambulans, pemakaian bahan abis pakai, Alkes hingga makan minum pasien. Namun dirinya memastikan, efesiensi tersebut tidak sampai menganggu pelayanan.
“Sehingga kita bisa menghemat hingga Rp300 sampai Rp400 juta per bulannya. Kita juga bentuk tim Casemik untuk menghitung jasa medis perdiagnosis BPJS guna memastikan Jasa medik RSUD dibayarkan sesuai Conding (kode diagnosa),”sebutnya.
Kemudian, upaya lain yang dilakukan RSUD dalam efesiensi yakni mengaktifkan pengawasan internal untuk tata kelola keuangan dan supervisor pelayanan rawat jalan. Pengawasan internal tersebut bertujuan memastikan ketersediaan tempat tidur rawat inap serta mengawasi respontime pelayanan di UGD dan ICU.
“Pengaruhnya, pengeluaran yang tidak urgen dapat dipantau sehingga cost biaya dapat di hemat. Seperti operasional ambulance, penggunaan rawat inap yang tetap memprioritaskan pasien yang benar-benar harus dirawat,” ucapnya.
Menurutnya, semua perbaikan tata kelola keuangan RSUD serta peningkatan mutu pelayanan tetap mengacu pada percepatan akreditasi RSUD Rohul yang akan dilaksanakan pada Oktober nanti. (tr/red)
