Tak Puas dengan Hasil Bawaslu, Pelapor Mahar Politik Sandi ‘Ngadu’ ke DKPP

JAKARTA,Pesisirnasional.com- Federasi Indonesia Bersatu akan melaporkan Ketua Badan Pengawas Pemilu (Bawaslu) beserta anggotanya kepada Dewan Kehormatan Penyelenggara Pemilu (DKPP). Sekretaris Jenderal (Sekjend) Federasi Indonesia Bersatu (Fiber) M. Zakir Rasyidin mengatakan, pihaknya melaporkan ketua Bawaslu dan anggotanya karena dinilai sudah tidak lagi netral dan tidak mematuhi kode etik.

“Bawaslu sebagai wasit dalam penyelenggaraan pemilu, tidak boleh menunjukkan sikap seolah berpihak ke calon tertentu, Bawaslu ini melanggar kode etik,” ujar Zakir di Jakarta, Senin (3/9).

Pelaporan ini akan dilakukan langsung pada Senin (3/9) siang pukul 14.00 WIB di kantor DKPP. Laporan tersebut dikarenakan keberpihakan Bawaslu pada salah satu calon. Menurut Zakir keberpihakan tersebut dapat dilihat dari tidak seriusnya pengusutan laporan dugaan mahar politik Sandiaga Salahudin Uno ke Partai Amanat Nasional (PAN) dan Partai Keadilan Sejahtera (PKS).

Penghentian pengusutan sebelumnya dikarenakan pendapat Bawaslu yang menyatakan bahwa tidak ditemukan jenis dugaan pelanggaran pemilu yang dilanggar oleh Sandiaga. Alasan Bawaslu, tidak mendapat kejelasan soal peristiwa mahar politik sebagaimana yang dilaporkan oleh pihak Zakir. Terlebih, saksi kunci, yakni Andi Arief tak pernah memenuhi undangan Bawaslu untuk didengar keterangannya.

Zakir menyebut Bawaslu sengaja tidak menjalankan peraturan mereka sendiri. Padahal menurut Zakir, jika panggilan tidak digubris oleh orang-orang yang terkait dengan kasus dugaan pelanggaran pemilu, maka Bawaslu bisa mendatangi yang bersangkutan.

“Bawaslu tidak menjalankan peraturan nomor 7 tahun 2018, pasal 14 ayat 2 huruf D,” kata Zakir menyebut rincian aturannya.

Dalam aturan tersebut mencantumkan berbagai metode pengumpulan data, fakta dan keterangan yang harus dilakukan Bawaslu saat didapati laporan dugaan pelanggaran pemilu. Salah satu metode yang digunakan Bawaslu untuk mengumpulkan data dan keterangan terkait dengan dugaan pelanggaran pemilu, salah satunya dengan menemui orang yang dimaksud.

“Kalau alasan penghentiannya karena Andi Arief tidak hadir dipanggil Bawaslu, maka itu alasan mengada-ngada,” lanjut Zakir.

Keputusan Bawaslu sangat sarat kepentingan, hal ini diduga Zakir karena keberpihakan kepada salah satu calon Presiden. Bawaslu dianggap terlalu buru-buru mengambil keputusan, karena belum ada keterangan dari Andi dan para pihak yang terlapor, yaitu Sandiaga maupun PAN dan PKS.

Sebelumnya, Bawaslu menyatakan kasus mahar politik oleh Sandiaga Uno kepada PAN dan PKS tidak dapat dibuktikan secara hukum. Ketua Bawaslu Abhan dalam keterangannya pada wartawan menyatakan tak mampu memverifikasi keterangan dan bukti yang diajukan para pelapor. Alasan lainnya karena saksi kunci selalu tak bisa dihadirkan, sehingga Bawaslu tidak memiliki keterangan yang meyakinkan.

“Laporan nomor 01/LP/PP/RI/00.00/VIII/2018 yang menyatakan diduga telah terjadi pemberian imbalan berupa uang oleh Sandiaga Uno kepada PAN dan PKS pada proses pencalonan Presiden dan Wakil Presiden tidak dapat dibuktikan secara hukum,” tulis Abhan dalam keterangan resminya yang diterima wartawan pada Jumat (31/8) lalu.

Kasus dugaan mahar politik ini bermula dari unggahan Andi di media sosial Twitter. Dalam cicitannya di Twitter, Wasekjen partai Demokrat itu menulis bahwa bakal calon presiden Prabowo Subianto merupakan seorang ‘jenderal kardus’.

Andi menyebut Prabowo sebagai ‘jenderal kardus’ karena pilihan Prabowo untuk menjadikan Sandiaga Uno sebagai bakal calon wakil presidennya setelah Sandiaga memberikan uang sebesar Rp 500 miliar untuk masing-masing partai koalisi, yakni PAN dan PKS. Cictan Andi itu bermuara pada pelaporan kasus dugaan mahar politik Sandiaga tersebut ke Bawaslu. Sandiaga Uno, PAN dan PKS menjadi pihak terlapor. (rci/red)
