Serentak Bersama 4 Pakar dari 2 Negara

Sebagai sebuah sistem pemilu yang baru bagi Indonesia, Pemilu 2019 dalam prakteknya telah menimbulkan berbagai masalah, antara lain petugas pemilu (KPPS, Bawaslu, petugas keamanan) yang meninggal atau sakit karena diduga kelelaahan dan penyebab lainnya.Minggu ( 12/5/19)

Masalah lain adalah adanya dugaan ketidakjujuran dalam menjalankan sistem sehingga menguntungkan pihak-pihak tertentu, yang nantinya perlu diuji kebenarannya melalui sidang pengadilan. Berbagai berita hoax melalui media social yang dibuat oleh mereka yang sedang berkompetisi menimbulkan gambaran pascakebenaran (post truth}, yang dapat mengaburkan kebenaran sesungguhnya dan dapat menimbulkan kebingungan masyarakat.

Analisis itu disampaikan Prof Dr Sadu Wasistiono, Dosen Pascasarjana IPDN, pada Seminar International bertajuk, ‘Evaluasi Pemilihan Umum di Indonesia Tahun 2019 yang digagas Program Studi Ilmu Pemerintahan Pascasarjana Universitas Islam Riau di Pekanbaru, Satu (11/5).

Selain Sadu, tiga pakar bidang pemerintahan lain juga turut berkontribusi menyampaikan buah pemikiran terkait pelaksanaan Pemilu Serentak. Mereka adalah Prof Dr H Yusri Munaf, SH, MHum (Staf Pengajar Pascasarjana UIR), Dr Drs Affan Sulaeman, MA (Ketua DKPP Provinsi Jawa Barat dan Dosen Universitas Pajajaran Bandung) dan Associete Profesor Dr Zaheruddin Othman dari Universitas Utara Malaysia.

Menurut Sadu, penyerentakan pemilihan umum presiden/wakil presiden dengan pemilihan legislative membuat masyarakat lebih fokus pada sosok presiden dan wakil presiden daripada sosok calon anggota DPR RI maupun anggota DPRD. ‘’Saat berada di bilik pencoblosan masyarakat lebih banyak memilih tanda gambar daripada calon anggota legislatif apalagi tidak ada foto anggota DPR RI dan DPRD kecuali foto anggota DPD,’’ tandas Sadu Wasistiono.

Dalam analisisnya, Sadu menyarankan perlu ada evaluasi yang berujung pada perubahan Undang Undang tentang Pemilihan Umum karena sistem yang ada sekarang telah membuat masyarakat menjadi bingung dan apatis. Ia mengakui, setiap system memiliki keunggulan dan kelemahan masing-masing. Sistem Pemilu Serentak memberi keuntungan karena ada kepastian mengenai presiden sebagai pemenang pemilu dengan jumlah suara mayoritas di DPR RI.

‘’Presiden yang didukung oleh mayoritas anggota DPR akan memudahkan dalam pembuatan kebijakan strategis termasuk RPJN dan berbagai perundang-undangan terutama pembahasan menyangkut APBN,’’ tukas Sadu Wasistiono.

Rektor Universitas Islam Riau Prof Dr H Syafrinaldi, SH, MCL yang membuka Seminar Nasional dan Antar Bangsa ini menyambut baik terselenggaranya kegiatan bertaraf international yang diikuti ratusan mahasiswa strata satu dan pascasarjana prodi ilmu pemerintahan. Menurut Ketua Prodi IP Dr Rahyunir Rauf, seminar ini akan dilaksanakan setiap tahun dengan tema berbeda.

‘’Melalui seminar ini kita ingin meningkatkan atmosfir kehidupan akademik kampus dan meningkatkan mutu ilmu pemerintahan sehingga pada akhirnya terjadi proses pematangan berfikir bagi mahasiswa maupun dosen,’’ ujar Rahyunir Rauf.

Seminar ini turut dihadiri Direktur Pascasarjana UIR Dr Ir Saipul Bahri, Wakil Direktur II Dr. Syahrul Akmal Latif dan Dosen-dosen Program Studi Ilmu Pemerintahan.
