Presiden Teken Perpres Tata Pakaian Kenegaraan

JAKARTA, Pesisirnasional.com- Presiden Joko Widodo (Jokowi) telah menandatangani Peraturan Presiden (Perpres) Nomor 71 Tahun 2018 tentang Tata Pakaian Pada Acara Kenegaraan dan Acara Resmi. Keterangan Sekretariat Kabinet melalui laman resminya, Ahad (9/9), menyebutkan penerbitan Perpres itu didasarkan pertimbangan untuk melaksanakan ketentuan pasal 23 ayat (4) dan pasal 29 ayat (2) Undang Undang Nomor 9 Tahun 2010 tentang Keprotokolan.

Presiden Jokowi telah menandatangani perpres tersebut pada 21 Agustus 2018 dan telah diundangkan pada 23 Agustus 2018. Disebutkan dalam perpres itu, Acara Kenegaraan adalah acara yang diatur dan dilaksanakan oleh panitia negara secara terpusat, dihadiri oleh presiden dan/atau wakil presiden serta pejabat negara atau undangan lainnya.

Sedangkan Acara Resmi adalah acara yang diatur dan dilaksanakan oleh pemerintah atau lembaga negara dalam melaksanakan tugas dan fungsi tertentu, dan dihadiri oleh pejabat negara dan/atau pejabat pemerintah serta undangan yang lain.

“Acara Kenegaraan dan Acara Resmi sebagaimana dimaksud terdiri atas: a. upacara bendera; dan b. upacara bukan upacara bendera,” bunyi pasal 2 ayat (2,3) perpres itu.

Jenis Pakaian pada Acara Kenegaraan, menurut perpres ini, terdiri atas: a. Pakaian Sipil Lengkap (PSL); b. pakaian dinas; c. pakaian kebesaran; dan d. pakaian nasional. Sedangkan untuk pakaian pada Acara Resmi selain jenis pakaian di atas, juga dapat berupa pakaian sipil harian (PSH) atau seragam resmi.

Menurut perpres itu, PSL untuk laki-laki berupa: jas berwarna gelap, kemeja lengan panjang putih, celana panjang yang berwarna sama dengan jas, dasi dan sepatu hitam. Sementara PSL untuk perempuan berupa: jas berwarna gelap, kemeja putih, rok atau celana panjang yang bersama sama dengan jas, dan sepatu hitam.

Pakaian dinas sebagaimana dimaksud, menurut perpres ini, berupa pakaian dinas upacara bagi TNI dan Polri, serta pakaian dinas yang ditetapkan oleh kementerian/lembaga. Adapun pakaian kebesaran berupa pakaian khusus yang digunakan pada upacara resmi, kenegaraan atau adat.

Untuk pakaian nasional, perpres itu menyebutkan berupa pakaian yang berasal dari berbagai daerah di Indonesia yang dapat digunakan pada Acara Kenegaraan dan Acara Resmi sesuai dengan ketentuan yang ditetapkan oleh panitia negara/kesekretariatan kementerian/kesekretariatan lembaga negara.

Untuk pakai sipil harian atau seragam resmi, menurut perpres ini, ditetapkan oleh kementerian/lembaga. “Jenis pakaian lain yang dapat digunakan dalam Acara Kenegaraan atau Acara Resmi yaitu Pakaian Sipil Nasional (PSN), berupa: jas beskap tertutup dan memakai saku, celana panjang berwarna sama dengan jas, sarung fantasi, dan peci nasional,” bunyi pasal 5 perpres itu.

Perpres itu menegaskan pakaian yang digunakan pada Upacara Bendera dalam Acara Kenegaraan terdiri atas: a. PSL; b. pakaian dinas; c. pakaian kebesaran; dan/atau d. pakaian nasional.

“Pakaian sebagaimana dimaksud berlaku sesuai dengan jabatannya atau kedudukannya dalam masyarakat, dan diatur oleh Panitia Negara,” bunyi pasal 6 ayat (2,3) perpres itu.

Sedangkan pakaian yang digunakan dalam Upacara Bukan Upacara Bendera dalam Acara Kenegaraan, menurut perpres ini, terdiri atas: a. PSL; b. PSN; c. pakaian dinas; dan/atau d. pakaian nasional.

“Pakaian sebagaimana dimaksud berlaku sesuai dengan jabatannya atau kedudukannya dalam masyarakat, dan diatur oleh Panitia Negara,” bunyi pasal 7 ayat (2,3) perpres ini.

Pakaian yang digunakan pada Upacara Bukan Upacara Bendera dalam Acara Resmi, menurut perpres ini, terdiri atas: a. PSL; b. pakaian dinas; c. pakaian kebesaran; d. pakaian nasional; e. pakaian sipil harian atau seragam resmi; dan/atau f. pakaian lainnya yang telah ditentukan.

“PSL sebagaimana dimaksud juga dapat digunakan untuk kunjungan kenegaraan, kunjungan resmi, kunjungan kerja, kunjungan pribadi, dan perjalanan transit keluar negeri,” bunyi pasal 9 Perpres ini.

Sedangkan PSN, menurut perpres ini, digunakan untuk: a. upacara penyerahan surat-surat kepercayaan Duta Besar Luar Biasa dan Berkuasa Penuh Republik Indonesia kepada negara/lkepala pemerintahan asing; b. jamuan atau resepsi pada Acara Kenegaraan dan Acara Resmi di dalam negeri; dan c. jamuan atau resepsi pada kunjungan kenegaraan atau kunjungan resmi di luar negeri.

“Peraturan presiden ini mulai berlaku pada tanggal diundangkan,” bunyi pasal 13 Peraturan Presiden Nomor 71 Tahun 2018 yang telah diundangkan oleh Menteri Hukum dan HAM Yasonna H Laoly pada 23 Agustus 2018.
