Dinas Perumahan: Sejumlah Rusun Minta Undur Terapkan Pergub P3SRS

PesisirNasional- Kepala Bidang Pembinaan, Penertiban, dan Peran Serta Masyarakat, Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRKP) DKI Jakarta Meli Budiastuti, mengatakan bahwa sejumlah rumah susun atau apartemen meminta pengunduran tenggat waktu penerapan Peraturan Gubernur Nomor 132 Tahun 2018 tentang Pembinaan Pengelolaan Rumah Susun Milik.

“Secara tertulis, ada beberapa pengurus yang meminta penundaan karena jelang Pilpres. Selain itu, karena menunggu berakhirnya masa periode kepengurusan,” kata Meli saat dihubungi pada Senin (1/4/2019) malam.

Tenggat waktu penerapan bentuk P3SRS sesuai dengan Pergub 132 sebenarnya sudah lewat, yakni 31 Maret 2019. Namun masih ada beberapa yang belum berbadan hukum ataupun menerapkannya.

“Total yang sudah berbadan hukum [ada] 195, yang sudah menerapkan [Pergub 132 ada] 47,” kata Meli.
Sekali pun belum menerapkan ketentuan terkait P3SRS sebagaimana yang diatur dalam pergub tersebut, kata Meli, setidaknya sosialisasi tetap perlu dilakukan.

“Bila sampai dengan April, tidak ada respons positif dari para pengurus [rusun atau apartemen] yang masih menjalankan tugasnya sebagai pengurus definitif, maka para wali kota akan memulai menerapkan sanksi administrasi,” jelas Meli. Sanksi akan dilakukan secara bertahap, dimulai dari pemanggilan. Selanjutnya, akan dilayangkan Surat Teguran dengan tenggang waktu 7 hari pertama di bulan April.

“Bila tidak diindahkan juga, maka diterbitkan SP kedua, dengan tenggang waktu 7 hari terakhir,” ujar Meli. Jika tetap tidak ada perubahan dari pihak pengurus, maka wali kota wajib melaporkan ke Gubernur DKI Jakarta dan DPRKP. “Atas laporan tersebut yang telah mendapatkan persetujuan lebih lanjut dari Bapak Gubernur, maka DPRKP akan memproses penerapan sanksi terberat bagi PPRS/P3SRS dengan menyiapkan Surat Keputusan tentang Pencabutan Akta Pengesahan Badan Hukum PPRS/P3SRS rusun tersebut,” jelas Meli. “Dengan demikian, akan memaksa para pemilik untuk melaksanakan RUALB sesuai tahapan dalam Pergub,” tambahnya.
