“Kendaraan listrik ini perlu, mending kembangkan ini daripada meningkatkan produksi minyak,” ujarnya saat mengisi sebuah acara seminar di Balai Sidang, Universitas Indonesia, Senin (1/4). Menurut Jonan upaya meningkatkan produksi minyak memerlukan waktu yang sangat panjang. Sebelum 1998, kegiatan eksplorasi untuk menemukan sumber minyak baru membutuhkan waktu tujuh tahun. Sekarang, waktu yang dibutuhkan lebih panjang, mencapai 15 tahun. Banyak kendala yang dihadapi kontraktor migas, salah satunya aturan di sektor migas yang menyulitkan, terutama di daerah.
Sementara, dia menilai pengembangan kendaraan listrik bisa dilakukan lebih cepat. Dengan mengembangkan kendaraan listrik, konsumsi BBM bisa ditekan. Penggunaan kendaraan listrik juga dapat mengurangi polusi akibat sisa hasil pembakaran bahan bakar di dalam mesin kendaraan. Beberapa negara di dunia pun sudah menggunakan kendaraan listrik. “Saya di Italia pakai nissan. Di Indonesia yang saya tidak mengerti, pengusaha mobil tidak ada yang memulai mengembangkan mobil listrik,” kata Jonan.
Jonan mengatakan pengalihan energi ini bukan lagi karena masalah uang, tapi lebih pada pemanfaatan jangka panjang. Saat ini Indonesia harus mengimpor minyak untuk memenuhi sebagian kebutuhan dalam negeri. Produksi minyak siap jual atau lifting, terus mengalami penurunan tiap tahun. Defisit produksi minyak dan gas bumi (migas) Indonesia diperkirakan akan semakin membesar mulai 2025 dan mencapai puncaknya pada 2050. Ketua Ikatan Alumni Teknik Geologi IAGL ITB Syamsu Alam mengatakan hingga 2050 kebutuhan migas khususnya minyak meningkat hingga 2-3 juta barel per hari (bph).
Di sisi lain, cadangan migas Indonesia terus berkurang, hanya 3,5 miliar setara minyak atau hanya 0,2 persen dari cadangan minyak dunia. Dia mengungkapkan produksi minyak saat ini 800 ribu bph, sebanyak 200 ribu bph di antaranya berasal dari Banyu Urip. “Kalau tidak ada Banyu Urip, produksi hanya 500 ribuan. Kalau tidak menemukan Banyu Urip lainnya, kita akan menghadapi masalah besar nantinya,” ujar Syamsu dalam sebuah seminar di Jakarta, beberapa waktu lalu.
