MERANTI, PESISIRNASIONAL.COM- Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Kepulauan Meranti bersama Pemerintah Kabupaten (Pemkab) Meranti melakukan pembahasan Kebijakan Umum Anggaran (KUA) dan Prioritas Plafon Anggaran Sementara (PPAS) Anggaran Pendapatan dan Belanja Daerah Perubahan (APBD-P) Tahun 2019.
Proyeksi pendapatan dan belanja dalam APBD-P tahun ini disepakati sebesar Rp 1.3 triliun lebih. Kesepakatan itu ditandai dengan penandatanganan Memorandum of Understanding (MoU) KUA-PPAS APBD-P tahun 2019, Kamis (22/8/2019).
Dalam rapat paripurna KUA-PPAS itu, Bupati Kabupaten Kepulauan Meranti, Drs. H. Irwan, M.Si menyampaikan, proyeksi APBD 2019 sebesar Rp 1.308.171.715.060 dengan rincian pendapatan asli daerah sebesar Rp. 90.622.689.054 naik sebesar 7.550.189.054 dari APBD murni yakni Rp83.072.500.000.
Selain itu dana perimbangan diproyeksikan sebesar Rp. 90.622.689.054 turun sebesar Rp. 50.943.283.407 dari APBD murni yakni sebesar Rp. 1.027.927.175.000.
Lain-lain Pendapatan Daerah yang sah ditargetkan pada APBD Perubahan tahun 2019 sebesar Rp240.565.134.413 turun sebesar 46.568.663.959 dari APBD murni yakni sebesar Rp287.133.798.372.
Sementara itu belanja daerah tahun 2019 perubahan diproyeksikan sebesar Rp. 1.340.856.907.123 berkurang Rp. 89.132.794.812 dari APBD murni sebesar Rp. 1.429.989.701.935. yang terdiri dari belanja tidak langsung sebesar Rp. 590.245.750.000 dan belanja langsung sebesar Rp. 750.611.157.123.
Orang nomor satu di Kota Sagu itu saat memberikan sambutan mengatakan, volume APBD Perubahan 2019 memang menurun. Penurunan ini disebabkan adanya asumsi-asumsi pendapatan tidak sesuai dengan rencana yang telah ditetapkan saat penyusunan APBD 2019 kemarin.
“Kebijakan pusat yang menyebabkan kita merubah semua asumsi yang telah disepakati. Dana perimbangan tidak disalurkan pemerintah, dimana saat koordinasi ke Kementerian Keuangan kemarin penyaluran hanya sampai pada triwulan ketiga, sementara itu triwulan ke empat disalurkan pada tahun 2020, itu artinya ada tunda salut, sehingga menyebabkan APBD kita menurun,” kata Bupati H. Irwan.
Bupati juga menekankan, bahwa setiap alokasi biaya yang direncanakan harus dikaitkan dengan tingkat pelayanan dan hasil yang diharapkan dapat dicapai.
“Diharapkan pemanfaatan anggaran berjalan tepat sasaran, tepat waktu serta memperoleh hasil yang baik dan pada gilirannya akan terbentuk suatu tata kelola pemerintahan yang baik dan benar sehingga memberi dampak peningkatan kesejahteraan masyarakat Kepulauan Meranti,” pungkas Bupati H. Irwan.
