Satgas Gakkum Karhutla tangani 12 tersangka pembakar lahan

PEKANBARU,PesisirNasional- Satuan tugas penegakan hukum kebakaran hutan dan lahan (Satgas Gakkum Karhutla) Provinsi Riau menyatakan telah menangani 12 tersangka pelaku pembakar lahan yang ditangani lima kepolisian resor di wilayah tersebut.

“Sudah ada 12 tersangka yang kita tangani. Ada penambahan kemarin yang tertangkap tangan (melakukan pembakaran lahan),” kata Kapolda Riau Irjen Pol Widodo Eko Prihastopo di Pekanbaru, Senin.

Dia menjelaskan Polda Riau sebagai bagian dari Satgas Karhutla terus melakukan penegakan hukum sebagai upaya menekan luasan kebakaran lahan agar menimbulkan efek jera.

Sementara itu, kepala Bidang Humas Polda Riau Kombes Pol Sunarto menjelaskan seluruh tersangka yang ditangani jajaran Polda Riau tersebut terdiri atas 12 laporan polisi atau LP. Mayoritas penanganan tersangka karhutla itu diproses oleh jajaran kepolisian yang berada di pesisir Riau seperti Bengkalis, Dumai, Rokan Hilir dan Meranti. Keempat wilayah itu sepanjang awal 2019 ini tercatat mengalami kebakaran hebat hingga ribuan hektare.

Sunarto merincikan, Polres Dumai merupakan jajaran kepolisian dengan penanganan tersangka terbanyak, total ada lima tersangka. “Dari lima tersangka di Dumai, satu di antaranya telah diserahkan ke jaksa atau proses tahap II,” kata Sunarto.

Selanjutnya, Polres Rokan Hilir menangani tiga orang tersangka pembakar lahan, yang ketiganya masih dalam tahap penyidikan. Polres Meranti sendiri menangani dua tersangka dengan salah satu tersangka telah diserahkan ke jaksa, sementara Polres Bengkalis dinyatakan baru menangani satu orang tersangka, meski wilayah itu menyumbang luas kebakaran terbesar di Riau.

“Kemudian, Polresta Pekanbaru menangani satu orang tersangka,” ujarnya.

Namun dari 12 tersangka pembakar lahan tersebut, Polda Riau baru sebatas menangani tersangka perorangan atau masyarakat. Proses penegakan hukum belum ada yang menyentuh korporasi atau perusahaan, meski sepanjang 2019 ini terdapat sejumlah lahan konsesi perusahaan yang tak luput dari kebakaran.

Terakhir, sebuah perusahaan perkebunan PT Sumber Sawit Sejahtera (SSS) di Pelalawan dilaporkan terbakar oleh organisasi lingkungan hidup, Greenpeace. Pernyataan terakhir Polda Riau hanya sebatas baru melakukan penyelidikan, meski hingga kini atau dua pekan berlalu belum ada perkembangan penyidikan berarti.

Selain itu, Jaringan Kerja Penyelamat Hutan Riau (Jikalahari) menyebut terdapat 223 titik api atau terindikasi kuat adanya karhutla di belasan lahan konsesi perusahaan di Provinsi Riau sepanjang Agustus 2018 hingga Maret 2019 ini.

Hingga hari ini, kebakaran hutan dan lahan di Provinsi Riau terus meluas. Berdasarkan data Badan Penanggulangan Bencana Daerah (BPBD) Provinsi Riau luas karhutla di Riau mencapai lebih dari 2.700 hektare yang terjadi di seluruh 12 kabupaten dan kota.

“Luas lahan yang terbakar sampai dengan hari ini lebih kurang 2.719,69 hektare,” kata Kepala Pelaksana BPBD Riau Edwar Sanger.

Dari total 2.700 hektare lahan terbakar, mayoritas terjadi di Kabupaten Bengkalis. Di wilayah pesisir Riau tersebut, tercatat luas lahan terbakar mencapai 1.263,83 hektare.

Hampir setiap kecamatan di Kabupaten Bengkalis dilanda kebakaran sepanjang awal 2019 ini. Namun, kebakaran terparah tercatat di Pulau Rupat, Bengkalis. Pulau yang mayoritas berkontur gambut tersebut sepanjang Februari terbakar hebat yang menyebabkan asap tebal hingga meluas ke Kota Dumai.

Selain Bengkalis, kebakaran juga terjadi di tiga wilayah lainnya di pesisir timur Provinsi Riau yang berbatasan langsung dengan Malaysia , di antaranya Rokan Hilir dengan luas 407 hektare, Meranti 222,4 hektare serta Dumai 192,25 hektare.

Lebih jauh, Edwar merincikan kebakaran juga terpantau meluas di Kabupaten Siak yang mencapai 314,5 hektare, Indragiri Hilir 107,1 hektare serta Indragiri Hulu 64,5 hektare. Selanjutnya, di Pekanbaru tercatat 37,75 hektare lahan terbakar, Kampar 26,6 hektare, Rokan Hulu dua hektare, dan Kuantan Singingi lima hektare.

Upaya pemadaman karhutla dengan melibatkan TNI, Polri, BPBD, Manggala Agni dan masyarakat masih terus berlangsung. Pemadaman tidak hanya dilakukan oleh tim darat, melainkan juga diperkuat operasi pengeboman air dengan melibatkan belasan helikopter, baik dari pemerintah maupun bantuan pihak swasta.
